Universal Orlando Resort and Elon Musk’s The Boring Company are rumored to be discussing a potential underground transportation project in Central Florida.
Reports suggest that this system could resemble the Las Vegas Convention Center Loop, which uses Tesla vehicles to shuttle passengers through underground tunnels. Although the discussions have attracted attention from local business leaders and media, there has been no official confirmation or documentation filed with county officials.

Speculation began when the Orlando Business Journal and other outlets reported that Universal might be exploring ways to ease congestion in the International Drive area.
Maria Triscari, CEO of the International Drive Resort Area Chamber of Commerce, stated that the idea was possible based on what she has heard. Joshua Wallack, a local business owner, added that The Boring Company had shown interest in a system stretching from the Orange County Convention Center to Universal’s new Epic Universe theme park.
Potential Route and System
The proposed route could link several major locations. These include Universal Studios Florida, Islands of Adventure, and Epic Universe, along with the Orange County Convention Center and a possible Brightline train station. Some local commentators have even speculated about a connection to Orlando International Airport. However, it’s unclear whether the loop would serve only Universal properties or become part of a larger public transportation network.

The system, if developed, would aim to reduce traffic along the heavily congested International Drive corridor. Local leaders believe it could boost the efficiency of tourist movement across key destinations. Dennis Spiegel, president of International Theme Park Services, said such a system might mirror Disney’s monorail strategy, which enhances guest mobility between attractions.
Supporters of the tunnel concept point to its potential for easing vehicle congestion, improving visitor experience, and aligning with Orlando’s image as a technologically forward destination.
Despite these advantages, there are significant obstacles. Orlando’s high water table presents a major challenge for tunneling. Experts have also raised concerns about hurricane vulnerability and flooding risks, given Florida’s storm-prone climate. Additionally, the project’s financing, ownership structure, and regulatory pathway remain entirely speculative. These challenges have led many observers to caution against assuming that construction will begin soon.

To date, no formal announcements have been made by Universal, The Boring Company, or Orange County. A public records request from Orlando Business Journal found no documentation or permits related to the project. A spokesperson for Orange County noted that officials are “monitoring developments” but have received no formal proposal. This silence has fueled speculation, though no plans have been verified.
The Boring Company, founded by Elon Musk in 2017, currently operates a tunnel system beneath the Las Vegas Convention Center. That project began operations in 2021 and features a 2.2-mile loop with Tesla vehicles moving passengers between stations. The system has drawn praise for innovation but also criticism for limited capacity and safety concerns. Similar projects proposed in cities like Chicago and Los Angeles have not moved forward.

If the Orlando tunnel becomes a reality, it could dramatically alter transportation within the region’s tourism corridor. The loop could help Universal better compete with Disney in terms of transit infrastructure. However, logistical issues, environmental concerns, and a lack of public transparency mean that much remains uncertain.

At this point, all available evidence points to early-stage discussions rather than active planning. While the idea has excited local leaders and industry watchers, the project remains a rumor. Without formal filings or statements from the involved companies, the prospect of a Universal–Boring Company transit system remains an intriguing but unconfirmed possibility.
