Disney World Bans Third-Party Services as Company Issues Cease & Desist Letters to Vendors

Walt Disney World has begun enforcing a broad crackdown on unauthorized third-party businesses providing services on Disney property. The company issued cease and desist letters to multiple small businesses that had been operating inside its theme parks and resort hotels for years.

The enforcement action impacts a wide range of third-party vendors, including photographers, personal chefs, massage therapists, stylists, and room decorators — many of whom built their businesses serving Disney guests during and after the lockdown shutdowns in 2020.

According to multiple reports and firsthand statements from affected vendors, the letters were issued by Walt Disney World Security and instruct recipients to immediately cease all commercial activity on Disney property or risk trespassing and potential legal action.

Cease & Desist Letters Confirmed by Disney Security

The letter cites existing property rules and states: “For the safety of our Guests and Cast Members, the Walt Disney World Resort Property Rules do not allow unauthorized commercial activities, and we must ask that you immediately discontinue providing these services at the Walt Disney World Resort, including at the Resort hotels, theme parks, water parks, and Disney Springs.”

The letter further instructs vendors to remove all Disney-related advertising and warns that continued activity could result in trespassing notices and legal consequences.

Vendors Speak Out After Losing On-Property Access

Several affected business owners have publicly shared how the enforcement has impacted their livelihoods.

Cali King Cuisine, a former Disney employee who provided private in-room dining experiences at Disney resorts, confirmed that he is no longer permitted to operate on property.

“From now on Cali King Cuisine is no longer permitted to cook at Disney,” he wrote. “I will now be making accommodations for anyone that is staying there and still wants to enjoy my food.”

He added that he is pivoting to off-property locations near the parks to continue serving clients.

Photographer Natalie Szolomayer, who specialized in family portrait sessions at Disney resort hotels, confirmed that resort photography by third parties has also been prohibited.

“Third-party photographers are no longer allowed to shoot at the Disney resorts,” Szolomayer said. “I was holding out hope until I heard it first-hand, but it seems that my days of shooting at the Disney hotels are over.”

Szolomayer noted that Disney’s PhotoPass and Fine Art Photography teams do not offer comparable portrait sessions at resort hotels, stating that she was “in no way taking business from them.”

Ear For Each Other Confirms Immediate Enforcement

Administrators of Ear For Each Other, a Facebook group created in 2020 to help furloughed Disney Cast Members promote side businesses, confirmed that multiple vendors had received formal written notices from Walt Disney World Security.

In a statement shared with the community, the group wrote:

“Recently, a handful of our vendors (as well as vendors not in this group) have been provided written documentation from WDW Security Administration advising that their services were not permitted on property effective immediately.”

The group explained that affected vendors are either canceling appointments or relocating services off property, and clarified that guests cannot add vendors to their resort reservations as a workaround.

Importantly, the group also noted that not all sellers are impacted. Vendors offering non–on-site services — such as art, baked goods, handmade crafts, and apparel — appear unaffected at this time.

Enforcement Based on Existing Disney Rules

While Walt Disney World has not issued a separate public statement on the enforcement, the cease and desist letters cite long-standing property rules that prohibit unauthorized commercial activity.

Disney’s published park and resort rules bar:

  • The sale of goods or services without prior written approval
  • Unauthorized commercial photography
  • Unapproved solicitation or demonstrations
  • Commercial activity that interferes with guest operations

Disney has taken similar enforcement actions in recent years, including trespassing third-party tour guides in 2023 for operating unauthorized services inside the parks.

What This Means for Guests and Small Businesses

The crackdown effectively removes many personalized services that Disney does not currently offer itself, including private chefs, in-room massages, and resort-based family photography.

Many impacted vendors have indicated they will continue operating off Disney property or shift their services to nearby areas such as Universal Orlando Resort, which has different policies regarding third-party businesses.

For guests, the change means fewer customization options inside the Disney resort “bubble,” while for former Cast Members and small businesses, it represents a sudden end to on-property opportunities that had existed openly for several years.

As of now, Disney has not announced any approved vendor or partnership program to replace the banned Disney World third-party services.

Ongoing Situation

This remains a developing story, and additional vendors may be impacted as enforcement continues. Guests with upcoming reservations are advised to confirm directly with service providers whether appointments can still be honored off property.

Disney has not commented on whether further categories of third-party services — such as grocery delivery or stroller rentals — could be affected in the future.

I guess as a 3rd party vendor you should know the rules and not be surprised when they are enforced but on that same hand, ol Diz sure knows how Bad PR themselves to an obscene extent.
