Officials in Florida have released new information this week about the proposed underground transit project linked to Universal Orlando Resort and Elon Musk. The Shingle Creek Transit & Utility Community Development District Board in Orange County voted on Feb. 11 to begin contract negotiations with Elon Musk’s The Boring Company.
The proposal would link Universal Orlando’s existing parks and CityWalk with Epic Universe, the resort’s newest park that opened in 2025, via an underground loop system. Proponents argue the concept could ease congestion on International Drive by providing an alternative means of travel for visitors.
New materials outline staffing plans, rough construction timelines, tunnel configuration concepts, and proposed operational elements for what project proponents refer to as a Universal Orlando Loop system.
Early Planning and Design Concepts
The proposal describes a twin‑tunnel configuration, with one passage in each direction. It also suggests that design, permitting, and construction could take roughly 18 months after approvals are secured. Both underground and above‑ground stations with ramp access are mentioned as potential options, giving planners some flexibility in execution.

Under the concept, the system would resemble The Boring Company’s existing Las Vegas Convention Center Loop model, where Tesla vehicles provide point‑to‑point transport rather than operating on fixed routes. Staffing
TBC’s submission lists eight internal specialists assigned to engineering, tunneling, and related functions. Six subcontractors are listed to handle fire protection, communications, soil treatment, and concrete.

The Boring Company said it “has the necessary internally produced tunneling equipment and personnel immediately available to complete this project for the district as quickly as permits and approvals can be obtained.”

The district’s vote to begin negotiations marks the first formal step toward an agreement but does not bind either party to final terms. Board members emphasized that additional reviews and approvals will be required before construction could begin. Any contract that emerges from these talks would need another public vote.

In Nashville, Tennessee, the Metropolitan Nashville Airport Authority recently approved an agreement with TBC to develop the “Music City Loop.” This would connect Nashville International Airport to downtown. Under a long‑term license agreement, TBC is responsible for design, construction, operations, and maintenance at no direct cost to the authority or taxpayers.
