The proposed theme park will be situated near Kempston Hardwick and is part of a broader development plan. This includes a 500-room hotel, various retail outlets, dining options, and immersive attractions. Universal expects the development to create 28,000 jobs, with 20,000 roles during construction and 8,000 operational jobs across hospitality, creative, and support sectors.
Universal has stated that about 80% of operational staff will be recruited from local communities. The company aims to provide significant economic benefits to the region, particularly through employment and supplier opportunities.

The UK government has voiced support for the project. Prime Minister Keir Starmer described the theme park as a “vote of confidence” in Britain’s economy. He emphasized the potential for job creation in various industries, including construction, artificial intelligence, and tourism. The government believes the project could stimulate regional growth and contribute to the UK’s long-term economic strategy.
A public consultation on the project is currently open and will close on August 31, 2025. This consultation process offers residents and stakeholders an opportunity to provide feedback on the development. Universal has reported that over 2,000 suppliers have expressed interest in working with the theme park, highlighting the potential for wider economic involvement beyond direct employment.
Looking Ahead
Visitor estimates suggest the park could attract around 8.5 million guests annually. On peak days, the number of visitors may reach up to 55,000. If realized, this would make the park one of the largest in Europe by attendance. To manage this influx, infrastructure upgrades are planned, including expansion of the Wixams railway station to handle increased passenger traffic and ease local transportation.

While many have welcomed the project, some local residents and groups have expressed concerns. Campaign group Generation Rent has raised issues about the possible displacement of private renters due to the arrival of a large construction workforce. Additionally, local authorities in the nearby town of Ampthill have voiced worries about traffic congestion and strain on existing road networks.
Universal has emphasized its commitment to an open and transparent planning process. The company appreciates the cooperation with Bedford Borough Council and plans to ensure its Special Development Order application is subject to rigorous review. Construction is anticipated to start in 2026, with the park targeted to open in 2031.

The project also includes plans for environmental management and sustainability measures, though details are still being developed. Universal has indicated it will work with local environmental groups to address potential impacts on the surrounding area.
As the consultation period progresses, the outcome of the planning approval process will shape the future of the development. If approved, the theme park could become a significant addition to the UK’s tourism infrastructure and local economy.
