Harry Potter Missing from Universal UK Theme Park Plans—But There May Be a Reason Why

One of the most puzzling omissions from Universal Studios’ newly announced UK theme park is arguably its most globally recognized franchise: Harry Potter. With a 476-acre resort now confirmed for Bedfordshire, just an hour north of London, and concept art revealing lands potentially tied to Jurassic Park, Shrek, and Back to The Future, fans were quick to notice what wasn’t there—and that’s Hogwarts.

Despite Harry Potter’s deep cultural ties to the United Kingdom—and the massive success of the Wizarding World areas at Universal Orlando, Hollywood, Osaka, and now Beijing—there has been no official mention of a Potter-themed land coming to Universal’s first European resort. What’s more, nothing resembling Hogsmeade or Diagon Alley appears in the official concept art.

So why would Universal leave out its most beloved magical franchise, especially in the country where the books and films are set?

The Warner Bros. Roadblock Theory

The answer may lie not in Universal’s plans—but in Warner Bros.’ protections.

Just outside London sits one of the UK’s biggest tourist attractions: the Warner Bros. Studio Tour London – The Making of Harry Potter, located at the very same Leavesden Studios where the films were shot. Opened in 2012, the studio tour draws millions of fans each year and offers an immersive behind-the-scenes look at authentic sets, props, and costumes.

It’s not a theme park, but it doesn’t need to be. The tour’s success and brand power are unmatched in the region—and that’s where speculation begins. It’s entirely possible that Warner Bros. holds exclusive UK rights to use Harry Potter in themed entertainment attractions, at least within certain categories or regions.

This theory draws a clear comparison to the Marvel situation in the United States, where Universal’s Islands of Adventure in Orlando retains the east coast theme park rights to major Marvel characters. That long-standing contract has effectively blocked Disney from building full-scale Marvel lands at Walt Disney World, even after acquiring Marvel Entertainment in 2009.

Disney was able to launch Avengers Campus at Disneyland Resort in California—but only because it lies west of the Mississippi River, outside Universal’s licensing zone.

The situation with Harry Potter in the UK may be the inverse: Universal holds global theme park rights, but perhaps not within the UK market due to pre-existing Warner Bros. agreements tied to Leavesden and the Studio Tour.

Missed Opportunity or Strategic Tradeoff?

The absence of Harry Potter from Universal’s UK park would be a surprising concession—especially given that the UK is ground zero for the franchise’s cultural relevance. From the books’ British roots to the film series being shot entirely in the UK, the connection between the Wizarding World and the country is deep.

Still, Universal may be taking a strategic approach. The park already includes IPs that offer wide international appeal, like Jurassic Park, Fast & Furious, and Shrek, and trademarks for Halloween Horror Nights and Back to the Future suggest strong nostalgic and seasonal content is on the way. But without Potter, the park loses a key driver of global foot traffic—especially among international families.

That loss, however, may benefit Warner Bros., whose Leavesden Studio Tour continues to expand and attract new visitors each year. If rights do restrict Universal’s use of Potter in the UK, it wouldn’t be the first time regional licensing carved up territory in the theme park world—and it won’t be the last.

The Magic Remains… Just Not at Universal UK (Yet)

Whether this is a permanent absence or a temporary limitation remains to be seen. But for now, the most British franchise in Universal’s portfolio appears to be missing from its most British park—and the silence speaks volumes.

Of course, it could just be that Universal simply hasn’t announced Potter inclusion yet, saving it for a time in which it could make a major impact. It will be interesting to see upcoming announcements from Universal in the future regarding Harry Potter in the UK.
