Universal Studios Exploring Theme Park Plans in Saudi Arabia

Universal Studios, part of Comcast’s global media and entertainment business, is reported to be exploring plans for a new theme park in Saudi Arabia. Sources indicate the project remains in its earliest conceptual stages, with no construction begun and no final agreement completed.

According to reporting from the Wall Street Journal, Universal Destinations & Experiences, the division that operates the company’s global theme parks, is conducting initial concept work for a park in the kingdom.

The project, if it proceeds, may be financed by a Saudi government‑backed entity through a licensing arrangement with Universal rather than direct investment by the company.

Comcast Chief Executive Officer Brian Roberts recently visited the country as they explore potential options.

Possible Location: Qiddiya

Reports suggest that the proposed Universal Studios park will be part of Qiddiya City. The destination is under development southwest of Riyadh and aims to become a major hub for entertainment, sports, and culture under Saudi Arabia’s Vision 2030 plan.

Qiddiya already hosts several projects. Six Flags Qiddiya City is scheduled to open on December 31, 2025. The Aquarabia water park is nearing completion and could become one of the region’s largest. These attractions are shaping a broader entertainment ecosystem in the area.

Part of Regional Entertainment Growth

The potential Universal theme park announcement comes amid growing interest by major entertainment brands in the Gulf region. The United Arab Emirates has attracted major players such as Disney, Warner Bros., Sea World, and more. The region is growing, despite the challenges faced when creating a park in this environment. Namely, the heat forces most parks to be mostly or fully indoors.

Saudi Arabia’s efforts to bring a Universal Studios park to the kingdom coincide with rapid changes in its economy and social policies. Interest from global entertainment companies alights with strategic objectives under the Saudi government’s Vision 2030 economic reform plan. Launched in 2016, the plan seems to reduce dependency on oil revenues by expanding tourism.

Central to this strategy is the expansion of the entertainment and leisure sector. Until recently, the country had relatively limited options for recreational and cultural activities. In the past decade, authorities have introduced new regulations, financial incentives, and investment programs designed to attract foreign direct investment and public‑private partnerships in entertainment development.

By encouraging international theme parks, the kingdom hopes to boost domestic leisure options, create jobs, and attract foreign visitors.

Timeline and Uncertainties

Analysts and reporting suggest that even if definitive agreements are reached soon, a Universal‑branded park would likely not open until well into the 2030s given the current early planning status. Final approvals, design approvals, and construction timelines have not been established publicly.
